Learning to drive starts with your application for a provisional driving licence. It continues when you sit and pass your theory and practical driving tests, and of course it doesn't stop there: your learning will continue throughout your driving life.

Apply using form DL1 which can be obtained from:-
- Post offices,
- DVTA test centres,
- DVLNI local vehicle licensing offices
- Driving Instructors, or
- By phoning DVLNI on

Although you can apply for your first licence 3 months before your seventeenth birthday you must not drive until your provisional licence arrives and comes into effect.

In order to drive a lorry or a bus you must apply to the Driver and Vehicle Licensing Northern ireland (DVLNI) for provisional entitlement to be added to your full car licence (category B), unless you have held the entitlement before.
In order to drive a lorry or a bus you must:
- have a full driving licence for a category B vehicle
- have taken and passed the appropriate theory test
- have a provisional driving licence for the relevant category
- meet the eyesight and medical requirements
- be at or above the minimum age for the category of vehicle you want to drive

Medical examination and form DLM1
If this is your first application for a lorry or bus provisional licence, or you are renewing a previous licence, you will need to get your doctor to complete a medical report so that you can complete the Medical Report form DLM1.
If you are intending to drive Lorries or Buses you must first apply for provisional entitlement. The form DL1 (Driving Licence Application) can be obtained from:-

- Driving Instructors / Trainers, or
- By phoning DVLNI on

There are higher medical standards attached to these types of licences so you will be required to complete an additional report form - DLM1 (Medical Report). This report will cover the following areas:
- Vision
- nervous system
- diabetes mellitus
- psychiatric illness
- general health
- cardiac health
- medical practitioner details
This will involve arranging a medical examination by your doctor. The examination is not free under National Health Service rules. Your doctor is entitled to charge the current fee for this examination, which you will be responsible for. It can not be recovered from DVLNI, and the fee is not refundable if your application is refused.
