This Consultation Paper seeks your views on the Driver Vehicle Agency's (DVA) plans to introduce Compulsory Basic Training (CBT) in Northern Ireland, on behalf of the Department of the Environment (DOE) for those wishing to ride a motorcycle as a learner driver.
This paper also seeks views on plans to simultaneously introduce a Mandatory Motorcycle Instructors's Register (MIR) for those wishing to give instruction in motorcycle riding in Northern Ireland for hire or reward.
In March, the Government transposed EU Directive 2003/59, introducing the Driver Certificate of Professional Competence (CPC) for lorry, bus and coach drivers, into UK legislation. It will become effective for professional bus and coach drivers from September 2008 and lorry drivers from September 2009. DVA is responsible for CPC implementation in Northern Ireland and DSA in GB.
